Why International Property Measurement Standards (IPMS)?
Until 2016, in the UK we used three typical measurement standards Gross External Area (GEA), Gross Internal Area (GIA) and Net Internal Area (NIA), each providing a different level of building assessment. In January of 2016 the International Property Measurement Standards (IPMS) were introduced, but for many just added another layer of complexity to measuring buildings.
The IPMS were similar to, but not quite the same, as the existing three measurement standards, noted in the RICS Code of Measuring Practice 2015. So why the additional introduction?
In an ever globalized world, it became critically important to standardize measurement of buildings and create a global standard. Whereas before, different countries had different assessment criteria, now with the introduction of the IPMS everyone involved in the process of managing and transacting property has confidence on its floor areas.
When is IPMS typically used?
When advertising property to international buyers and investors, in order to maintain consistency.
Commercial leasing of offices, retail and industrial units.
Refurbishment and Fit-Out of existing buildings.

IPMS 1, 2 of 3?
IPMS 1 is the Floor Area measured to the external extent of the External Walls and to any Notional Boundaries, External Floor Areas or Sheltered Areas.
IPMS 2 is the Floor Area measured to the internal extent of the Internal Dominant Face (IDF) and to any Notional Boundaries and External Floor Areas.
IPMS 3.1 is the Floor Area available on an exclusive basis to an occupier measured externally to any Notional Boundaries, External Walls, Demising Walls and including any External Floor Areas, Sheltered Areas and Secondary Areas.
IPMS 3.2 is the Floor Area available on an exclusive basis to an occupier measured internally to any Notional Boundaries, the Internal Dominant Face, Demising Walls and including any External Floor Areas, Sheltered Areas and Secondary Areas.
